I read the same article and I would have to say "yes" - especially for the ages we are talking about here. I think kids of this age need to be under supervision regarding their use of digital communications, especially considering the rise of cyber-bullying. Our 12-year-old has only recently got a phone and we have strict rules on usage. Also his school does not allow phones at the school, which I think is a good policy (and I work in the mobile industry). We do not allow him to take the phone to bed with him: at bed time, the phone must be on charge downstairs. I've encouraged him to use Whatsapp and texting to keep in touch with his friends, but we do monitor this and I'm especially watchful for signs of bullying.

I think it's also notable that this story involved the use of Facebook. There's a reason for that 13-year-old minimum age.

I would also say yes. I know of a 12 year old boy who has been bullying another boy at school relentlessly and his parents refused to admit the situation until they went through his text messages on his phone and discovered a scenario even worse than what the school tried to convey to them.
