Is it possible to police a ban on smoking in the car with children?

For me, it's frankly disgusting that anyone would smoke with kids in a confined space. But they do, you see it frequently. But is Labour's proposed ban on smoking in the car with children realistic and possible? Do any other countries execute bans like this and make them work?

Usually it is banned to smoke in a car at all. I am a non-smoker.

Ontario (Canada) banned smoking in a car with a passenger under 16 back in 2009: http://www.mhp.gov.on.ca/en/smoke-free/simv/
