Yes, Facebook does monitor/scan chats mostly for criminal activities. It’s done via algorithms and if something is flagged, Facebook employees take the decision whether or not police should be notified. One Florida incident that became famous is that a 30 year old man was sending sexual messages to a 13 year old girl and planned to meet her next day. Facebook's scanning software flagged the conversation for employees and they called the authorities. The man was arrested.
