Could children access Mac OS X parental controls?

Not if you have setup a different account for your children. A good way to do it is to setup an account for each of your children which would have less permission than yours.
When you create their account you should select "Managed with parental controls", they are specialized user accounts that include parental controls. These types of accounts are a great choice when you want to give younger children free access to your Mac, but at the same time restrict the applications they can use or the web sites they can visit.
